Public bug reported:
libwireshark-dev appears to be missing header files.
/usr/include/wireshark/epan/dfilter/dfilter.h includes "dfilter-loc.h",
but libwireshark-dev doesn't include
/usr/include/wireshark/epan/dfilter/dfilter-loc.h.
Something fishy is afoot. This issue appears to be similar to #2033979.
