Verified linux 7.0.0-38.38 from resolute-proposed on the hardware from comment #34: ASUS Z390 / i9-9900K / Radeon RX 6900 XT (Navi 21, amdgpu), Linux Mint 22.3 (noble base), DisplayPort ultrawide + HDMI monitor connected.
Since linux-hwe-7.0 in noble is still 7.0.0-31.31~24.04.1, I installed the resolute linux-image-7.0.0-38-generic, linux-modules-7.0.0-38-generic and linux-main-modules-zfs-7.0.0-38-generic debs by hand. The maintainer scripts fail on noble with "run-parts: missing operand"; the repack workaround from comment #24 fixed that. Result: 5/5 power-offs with HDMI connected cut power completely (1x `sudo poweroff` -> 2x Cinnamon menu shutdown -> 2x `sudo poweroff`). On 7.0.0-28 roughly 3 of 4 shutdowns hung on this machine.
