Additional reproduction results from my desktop system:

Hardware:

Linux Mint 22.3 / Ubuntu 24.04 Noble base
Kernel: 7.0.0-31-generic
Gigabyte Z690 UD DDR4
Intel Core i7-12700K
PowerColor Radeon RX 9070 XT
amdgpu
X11 / Cinnamon
Primary monitor connected via DisplayPort
Secondary monitor connected via HDMI

I performed several shutdown tests.

With both DisplayPort and HDMI connected:

shutdown succeeded once
shutdown failed once
shutdown succeeded again

The failure is therefore intermittent.

I then physically disconnected the HDMI cable from the graphics card,
leaving only the DisplayPort monitor connected.

With only DisplayPort connected:

5 consecutive shutdown attempts completed successfully
the system powered off completely every time

The HDMI cable was disconnected from the GPU side, not merely with the
monitor turned off.

This strongly suggests that the HDMI connection is involved in
triggering the issue on my RX 9070 XT system.

Kernel 6.14.0-37-generic also shuts down correctly on the same hardware.

I can see that a fix is currently planned for the linux/7.0.0-38.38
kernel. I am adding my hardware details and reproduction results anyway,
in case they are useful for confirming that this issue also affects RX
9070 XT desktop systems with an Intel Z690 platform.

Once 7.0.0-38.38 becomes available through the normal update channel, I
can test it on this system and report whether the issue is resolved.
