This seems like it could be an Ubuntu kernel regression.

We have some more recent builds of the kernel available for debugging
purposes. The documentation on how to install them is here:
https://wiki.ubuntu.com/Kernel/MainlineBuilds

Could you follow those instructions to install the mainline 7.3 kernel
and see if the problem persists?
