unattended-upgrades contains a minimal steps mechanism which makes it
split up the upgrade transitions into small independent sets, each of
which are upgraded on their own. During shutdown, unattended-upgrades
will finish the current transition, leaving the system in a consistent
state.
The only thing I can imagine right now is that you have disabled the
minimal steps feature - please include a full `apt-config dump` output.
Please note that all files you attached are empty or only show unrelated
content (apt history shows your apt install -f requests only). See if
you can upload non-empty and relevant files (like history.log.1)
