[Rationale]

The new authd version brings many important features and bug fixes
compared to 0.6.1.

[ Scope ]

The new features which require a FFe are:

* Add new commands to the authctl command-line tool: set-shell, set-
home, user/group delete

* Set PAM_AUTHTOK after successful authentication to unlock the keyring.

* Improved PAM prompts

* Support versioned broker APIs

* Support per-PAM-service overrides for brute-force mitigation settings.

authd is not seeded.
  
[ Regression Potential ]

If something breaks in authctl, users might be unable to modify authd
user records.

If something breaks in authd or pam_authd, users might be unable to log
in.
