[ Impact ]
* The unread notification badges on dock and overview app
icons are purely visual: screen reader users have no way to know
that an app has pending notifications.
[ Test Plan ]
* Enable the Orca screen reader, then get an unread badge on a dock
icon (e.g. pending updates on the Ubuntu Software icon, or unread
mail in an app using launcher badges, or force it using the unity API).
* When notifications change, with the fix it announces
"<app name>, N unread notification(s)" (singular and plural).
* Verify the same in the overview (Super key) app icons, and that
after the badge is cleared the icon announces just the app name
again.
[ Where problems could occur ]
* Only the accessible names of the icon actors change: worst case a
screen reader could announce a stale or wrong count if the update
is not correctly cleared when the badge goes away.
* No visual or behavioural change is expected for sighted users.
[ Other Info ]
* The fix is upstream in the ubuntu-dock branch (commit ef2e761a) and
is already included in stonking via gnome-shell-ubuntu-extensions
51.26.10.3ubuntu (dock bump to ubuntu-dock-109ubuntu1); this SRU
backports it to resolute.
* While not a crash, for screen reader users the badge feature is
currently unusable, which justifies the backport.
