The analysis in the bug description is wrong. The link fails, because

even stripping that insane package-metadata option doesn't help. Maybe
the rust-coreutils guys could have a look if that's an issue.
This blocks the fenics/dolfin/petsc/slepc library transitions. Afaiu,
we cannot simply remove the amd64v3 binary, because it's a copy of the
amd64 binary.
