Sounds like the requirements are a little too Windows-centric.
If you're not already familiar with the Resources app, or the 'powertop'
command, then you might find those interesting.
On the subject of drivers, those are mostly fixed to the kernel version
in /lib/modules/. Third-party drivers can currently be configured via
this app:
sudo apt install software-properties
software-properties-gtk --open-tab=4
Although third-party drivers are moving to a new home, coming soon.
Hardware changes in Linux are generally reflected immediately and
automatically. Where they are not, you have the 'udevadm' tool.
