Following up on this bug, as I don't see any movement.
The impact appears to extend beyond PHP's Intl extension. When `tzdata-
icu` isn't installed, ICU falls back to the timezone data compiled into
`libicu74`. Since IANA releases tzdata multiple times a year as timezone
rules change, this can result in stale or incorrect offsets for any
software using ICU for timezone calculations.
Since `libicu74` is used by many packages, this seems broader than the
original PHP-specific report. I believe this deserves higher priority.
Here is an example using Node JS:
node -e 'const{execSync}=require("child_process");const
z="America/Edmonton",i="2027-01-15T12:00:00Z";const icu=new
Intl.DateTimeFormat("en-
CA",{timeZone:z,timeZoneName:"longOffset"}).formatToParts(new
Date(i)).find(p=>p.type==="timeZoneName").value;const
sys=execSync(`TZ=${z} date -d ${i}
+%Z%z`).toString().trim();console.log(`${z} ${i} | ICU=${icu} |
system=${sys}`)'
