With the knowledge that we're talking about amd64v3

rootfs/+merge/512387 would have been helpful), I can reproduce this
problem without interesting hardware configurations.

I have tested some modifications to livecd-rootfs around amd64v3 ISO /pool apt 
index generation.

A rebuilt ISO with this applied did pass offline install testing.

That diff is LLM generated so it needs some scrutiny before proposal.
