Hi,
Thanks for submitting a bug report. It looks like 4d4c10f763d7 ("PCI: Explicitly
put devices into D0 when initializing") first appeared in 6.8.0-64. To test
your hypothesis would you mind installing the kernel before that:
```
wget
http://launchpadlibrarian.net/799338980/linux-modules-6.8.0-63-generic_6.8.0-63.66_amd64.deb
wget
http://launchpadlibrarian.net/799339004/linux-image-unsigned-6.8.0-63-generic_6.8.0-63.66_amd64.deb
sudo apt install ./linux-modules-6.8.0-63-generic_6.8.0-63.66_amd64.deb \
./linux-image-unsigned-6.8.0-63-generic_6.8.0-63.66_amd64.deb
```
Then reboot and select the -63 kernel from grub. This kernel should work. Then
download -64 and install it:
```
wget
http://launchpadlibrarian.net/799661413/linux-modules-6.8.0-64-generic_6.8.0-64.67_amd64.deb
wget
http://launchpadlibrarian.net/799661433/linux-image-unsigned-6.8.0-64-generic_6.8.0-64.67_amd64.deb
sudo apt install ./linux-modules-6.8.0-64-generic_6.8.0-64.67_amd64.deb \
./linux-image-unsigned-6.8.0-64-generic_6.8.0-64.67_amd64.deb
```
This kernel should fail.
