Same issue already hit glew in July: LP: #2158963 ("readelf: Error: no
.dynamic section in the dynamic segment" after debugedit on patchelf'd
files). It was worked around in glew 2.3.1+dfsg2-5ubuntu1 by excluding
those files from dh_strip (dh_strip -X...). That works per package but
loses the debug symbols for those files, and every affected package
needs its own delta (glew, telemetry, cdo, and every dh-fortran library
via dh_fortran_lib). Fixing dh_strip, or libelf/debugedit (LP:
