Public bug reported:

I'm running top (top from procps-ng 4.0.4) in Ubuntu 24 LTS with a
display rate of 0.5 seconds: top -d 0.5. However the overall memory area
in the first few rows continues to use the default display rate of 3
seconds. I reported this to the procps team and they changed top so that
memory will update at the display rate. When procps releases a new
version with the change I think it would be good to include it in Ubuntu
including Ubuntu 24 LTS.
