This bug was fixed in the package fortran-fpm - 0.13.0-6ubuntu1
---------------
fortran-fpm (0.13.0-6ubuntu1) stonking; urgency=medium
* Only ship the bootstrap fpm on i386, where the fpm library stack
(fortran-toml, fortran-jonquil, ...) is not built in Ubuntu:
restrict those build-dependencies to [!i386] and use the stage1 code
path there. This replaces the previous delta, which forced the
bootstrap fpm (0.8.0) on all architectures (LP: #2169679)

a bootstrap (toml-f/jonquil module mismatch)
