Apparmor is probably blocking this. When running locally:

[   48.458939] audit: type=1400 audit(1791383926.657:192):
apparmor="DENIED" operation="mknod" class="file" profile="ospfd"
name="/tmp/ospfd-foobar.pid" pid=1790 comm="ospfd" requested_mask="c"
denied_mask="c" fsuid=976 ouid=976

Is there any reason why you are unable to use the paths that are
specified in the apparmor profile?

@{run}/frr/@{profile_name}.pid rwk,
