It may be. I was installing Ubuntu using full image, not net install. Maybe first Ubuntu web site should be checked because it's trigering some extra file download, second thing, this /etc/.resolv% file can do harm and it's not standard part of the system.
I choose dnamask because that's the closest category to choose. There is no option to report a problem.
