Public bug reported:
```
/tmp$ mkdir 0123
/tmp$ mkdir 0123
mkdir: 123: File exists
/tmp$ mkdir 0123a
/tmp$ mkdir 0123a
mkdir: 0123a: File exists
/tmp$ mkdir -- -0123
/tmp$ mkdir -- -0123
mkdir: -123: File exists
```
little more to say…
It seems that whenever the directory name can be parsed an integer, it
is displayed as such in the error message (converted as decimal).
The directory is created correctly in each case! This is just about the
error message, if it already exists.
