Test PPA available with a fix for Ubuntu stokning which performs a
`udevadm settle` when cloud-init has been responsbile for creating a
filesystem with mkfs.ext4 prior to invoking `mount -a`.

This ensures that udev events related to device format state are persisted to
the udev device cache which avoids unexpected mount failure races mounts which
define filesystem type as "auto".

https://launchpad.net/~chad.smith/+archive/ubuntu/cloud-init-upl
cloud-init version 26.2-0ubuntu2.

Integration tests have run with this deb and look healthy.
Upstream merge proposal https://github.com/canonical/cloud-init/pull/7145.
Minor update needed to d/changelog to document this (LP: #2169908)

The official upload will be dput to -proposed once we get an opportunity
for feedback from CPC on the success of this deb on Azure platform.
