The upstream PR #7145 has been updated with a proposal which limits udevadm settle to a single call regardless of how many times cloud-init calls mkfs for during disk setup. That deb is proposed at https://launchpad.net/~chad.smith/+archive/ubuntu/lp-2169908-test and will be uploaded to UNAPPROVED queue pending final review feedback.
