Additional evidence (Xubuntu 26.04, xfce4-panel 4.20.7-1,
elementary-xfce-icon-theme 0.22-1):
$ busctl --user get-property org.kde.StatusNotifierWatcher
/StatusNotifierWatcher \
    org.kde.StatusNotifierWatcher RegisteredStatusNotifierItems
as 8 ":1.1052/org/ayatana/NotificationItem/tray_icon_tray_app_1260257_1"
":1.57/org/ayatana/NotificationItem/remmina_icon"
":1.103/org/ayatana/NotificationItem/dropbox_client_6489"
":1.683/StatusNotifierItem"
":1.999/org/ayatana/NotificationItem/unattended_upgrade"
":1.999/org/ayatana/NotificationItem/software_update_available"
":1.999/org/ayatana/NotificationItem/livepatch"
":1.63/org/ayatana/NotificationItem/nm_applet"
(update-notifier items are re-exported by ayatana-indicator-application-service,
 which owns org.kde.StatusNotifierWatcher; the numeric bus name varies per
session)
$ busctl --user get-property :1.999
/org/ayatana/NotificationItem/software_update_available \
    org.kde.StatusNotifierItem IconName
s "software-update-urgent-symbolic"
$ busctl --user get-property :1.999
/org/ayatana/NotificationItem/software_update_available \
    org.kde.StatusNotifierItem Status
s "Passive"
$ find /usr/share/icons -name "*warning-panel*"
(no output — "gtk-dialog-warning-panel" is shipped by no installed theme)
Correction to my earlier comment: "software-update-urgent-symbolic" DOES exist
in
elementary-xfce (status/symbolic/software-update-urgent-symbolic.svg), so that
state
renders fine. The only missing name observed is the attention-state
"gtk-dialog-warning-panel", as described in the report.
