Description
I am requesting assistance with an incomplete upgrade from Ubuntu 24.04 LTS
(Noble) to Ubuntu 26.04.1 LTS (Resolute) on an amd64 system.
The release upgrade was interrupted while configuring systemd. I subsequently
ran dpkg --configure -a and apt --fix-broken install, which configured many
packages successfully, including systemd, GNOME 50 and Python 3.14.
The system now has Resolute package sources, and many packages have been
upgraded successfully. However, the transitions to the new Coreutils and sudo
package structures cannot be resolved by APT.
1. Current package-manager status
The following checks complete without reporting errors:
dpkg --audit

No output.
apt-get check

Reading package lists... Done
Building dependency tree... Done
Reading state information... Done

APT version:
apt 3.2.0 (amd64)

No packages are held (apt-mark showhold produces no output).
The installed versions of the relevant packages are:
coreutils 9.4-3ubuntu6.3
sudo 1.9.15p5-3ubuntu5.24.04.4

The new provider packages are not installed.
2. Coreutils transition failure
The following command was run as a simulation:
apt-get -s install --allow-remove-essential coreutils-from-gnu
coreutils-from-uutils-

APT returned:
Package 'coreutils-from-uutils' is not installed, so not removed
Solving dependencies... Done

The following additional packages will be installed:
  coreutils gnu-coreutils
The following NEW packages will be installed:
  coreutils-from-gnu gnu-coreutils
The following packages will be upgraded:
  coreutils
1 upgraded, 2 newly installed, 0 to remove and 1316 not upgraded.

Ubuntu:26.04/resolute-security [amd64])

Ubuntu:26.04/resolute-security [amd64])

Conf coreutils (9.5-1ubuntu2+0.0.0~ubuntu25 Ubuntu:26.04/resolute [all])
E: Conf Broken coreutils-from-gnu:amd64

The same conflict occurs when simulating installation of coreutils-from-uutils.
The candidate coreutils package is a small metapackage with this dependency:
Pre-Depends: coreutils-from-uutils | coreutils-from-gnu
Essential: yes

The candidate coreutils-from-gnu package has:
Pre-Depends: gnu-coreutils
Conflicts: coreutils-from
Breaks: coreutils (<< 9.5-1ubuntu2+0.0.0~ubuntu25)
Replaces: coreutils (<< 9.5-1ubuntu2+0.0.0~ubuntu25), coreutils-from

The installed coreutils version is older than the version specified in the
Breaks condition. APT proposes upgrading coreutils, but marks
coreutils-from-gnu as broken before the simulated transaction can complete.
3. Sudo transition failure
The following command was also simulated:
apt-get -s -o Debug::pkgProblemResolver=yes install coreutils-from-gnu
sudo-common

The relevant output is:
Inst sudo-common (1.2ubuntu Ubuntu:26.04/resolute [all]) [sudo-common:amd64 on
sudo:amd64] []
Conf sudo-common:amd64 broken
  Breaks:sudo:amd64
  []
Inst sudo [1.9.15p5-3ubuntu5.24.04.4] (1.9.17p2-1ubuntu3.2
Ubuntu:26.04/resolute-updates, Ubuntu:26.04/resolute-security [amd64])
Inst sudo-rs (0.2.13-0ubuntu1.2 Ubuntu:26.04/resolute-updates,
Ubuntu:26.04/resolute-security [amd64])
Conf sudo (1.9.17p2-1ubuntu3.2 Ubuntu:26.04/resolute-updates,
Ubuntu:26.04/resolute-security [amd64])
Conf sudo-rs (0.2.13-0ubuntu1.2 Ubuntu:26.04/resolute-updates,
Ubuntu:26.04/resolute-security [amd64])
E: Conf Broken coreutils-from-gnu:amd64
E: Conf Broken sudo-common:amd64

The candidate sudo-common package declares:
Replaces: sudo (<< 1.9.17p2-1ubuntu2~)
Breaks: sudo (<< 1.9.17p2-1ubuntu2~)

The installed sudo version is older than this threshold. APT proposes upgrading
sudo but still marks sudo-common as broken.
4. Repository information
The package candidates are available from the official Ubuntu archive:
http://archive.ubuntu.com/ubuntu

The configured suites are resolute, resolute-updates and resolute-security. The
relevant candidate versions are shown above.
5. What I have tried
- Completed dpkg --configure -a.
- Ran apt --fix-broken install.
- Confirmed that dpkg --audit reports no unfinished package configurations.
- Confirmed that apt-get check succeeds.
- Checked for held packages.
- Inspected the package metadata and dependency declarations.
- Simulated the Coreutils transition with both providers.
- Simulated installation of the Coreutils and sudo transition packages together.
- Simulated the Coreutils transition while explicitly excluding
coreutils-from-uutils.
The simulations continue to fail. No forced package removal or installation has
been performed as part of these tests.
6. Questions for Ubuntu developers
1. Is this a known APT 3.2.0 dependency-resolution issue affecting the
Coreutils and sudo transitions during an upgrade from Ubuntu 24.04 to 26.04?
2. Is the ordering of the Pre-Depends, Breaks and metapackage upgrade
transactions expected to work with the current package versions?
3. Is there a documented, safe recovery procedure for a system in this state,
particularly given that both coreutils and sudo are essential system components?
4. Should this be reported against apt, coreutils-from, coreutils or another
source package?
I found Launchpad bug #2146618, which also concerns a Coreutils
provider-selection conflict in Resolute. However, the failure reproduced here
appears to differ in its immediate error message. I would appreciate
confirmation of whether it is related.
Thank you for your assistance.
