Ok.

This was an intentional change in sssd:

* a008accec — "TOOLS: don't overwrite config.ldb"
  https://github.com/SSSD/sssd/commit/a008accecd6d0b35e8d57d738ee3d05863aa7d0f

* 50b457941 — "TOOLS: use sss_tool_confdb_init() everywhere"
  https://github.com/SSSD/sssd/commit/50b4579413c1146a2fced5ced19977e13790731c

SSSD upstream report:

* SSSD #5687 — "sss_cache spam trying to open /var/lib/sss/db/config.ldb, even
in offline mode"
  https://github.com/SSSD/sssd/issues/5687

Still open, but it will be fixed by having shadow-utils no longer call
sss_cache. Well, that's the stated intent, but shadow upstream still
calls sss_cache when built with --with-sssd (which is the default).

Fedora bug requesting shadow to be build without sssd:
https://bugzilla.redhat.com/show_bug.cgi?id=2253182

And commit making the change in 2024:
https://src.fedoraproject.org/rpms/shadow-
utils/c/1820858d26f633482d3679d1c97324e25e3c1df8?branch=rawhide
