* Backport golang-1.25 1.25.14-1 to jammy (LP: #2166409).
- Adjust Build-Depends to prefer golang-1.24-go as the bootstrap
toolchain, as golang-1.25 is not available in jammy.
- Cherry-pick upstream fix for cmd/compile ppc64 MADDLD lowering
(LP build failure on ppc64el jammy/noble/resolute).

- Skip flaky TestMergeLocalsIntegration on s390x; still open
