I can confirm this on my (K)Ubuntu 7.10 too.
Workaround is to download the file manually and tell the packaging tool
to use the downloaded file:
wget http://dl.google.com/earth/client/current/GoogleEarthLinux.bin
make-googleearth-package --file GoogleEarthLinux.bin --force
