Public bug reported:

Hardware:
- GPU: ASUS Radeon RX 7900 XTX (Navi 31, DCN32), PCIe Gen4 x16, ReBAR on
- CPU: Ryzen 7 5800X (stock), Board: ASUS ROG Strix B550-A
- Display: single monitor, 59.95 Hz, VRR off

Software:
- Ubuntu 26.04, GNOME Wayland
- Kernel 7.0.0-38-generic (affected)
- Mesa 26.0.8-1ubuntu0.3, linux-firmware 20260319.git217ca6e4
- DMCUB 0x07002f00, SMU 78.131.0

Symptom:
Brief horizontal bands of small brightly colored blocks across several
windows, lasting about one frame. Triggered by cursor movement, opening
the GNOME overview, and full CPU load (stress-ng). Not visible in GNOME
screen recordings (the recording stutters at the moment of a blink), so
the corruption appears to occur at scanout, not in rendering.

Results:
- Mainline 6.19.14 on the same Ubuntu install: no blinks (regression)
- Fedora 44 live (6.19.10), GNOME and KDE: no blinks
- Text console (Ctrl+Alt+F3) with stress-ng: no blinks
- Also occurs on a projector via HDMI and on all DP ports -> not monitor/cable
- Not affected by: VRR off, CPU/RAM at stock, memory clock locked to
  max (pp_dpm_mclk), hardware cursor disabled
(MUTTER_DEBUG_DISABLE_HW_CURSORS=1),
  amdgpu.dcdebugmask=0x42, either VBIOS position
- dmesg shows no errors
- Ubuntu 7.0.0-30-generic: no blinks -> regression between 7.0.0-30 and 7.0.0-38

Video and dmesg attached.
