Binary package hint: xpad
When you use a transparent GNOME panel and start xpad you can see that
the icon xpad uses doesn't use a transparent background. Take a look at
the attached screenshot.
$ dpkg -l xpad
ii xpad 2.12-2 sticky note application for X
