Issue still present in Ubuntu 26.10 with kernel 7.3. With ie. xmrig running in the background (SCHED_IDLE), machine is almost unusable. Using an old kernel (ie. 6.8 from Ubuntu 24.04) fixes it. Unfortunately this means machines cannot be upgraded to newer releases.
