[Impact]
The linux-amd-embedded package does not provide an amd64 flavour with
CONFIG_PREEMPT_RT enabled.
Add amd-embedded-rt with separate image, modules and headers packages,
allowing installation alongside amd-embedded. Add corresponding amd64
meta-packages in linux-meta-amd-embedded.
The RT configuration enables CONFIG_PREEMPT_RT, disables
CONFIG_PREEMPT_DYNAMIC and adjusts dependent options, including
transparent hugepages, automatic NUMA balancing and legacy iptables
support.
[Test Plan]
Build linux-amd-embedded and linux-meta-amd-embedded for amd64. Confirm
that both flavours are generated and the RT meta-packages depend on
the matching versioned RT binaries.
Install linux-amd-embedded and linux-amd-embedded-rt together. Boot
each flavour and verify the kernel release, initramfs generation and
module loading. Confirm CONFIG_PREEMPT_RT=y in the RT kernel only.
Verify that the RT kernel retains:
CONFIG_OF=y
CONFIG_OF_OVERLAY=y
CONFIG_DTC=y
CONFIG_PCI_DYNAMIC_OF_NODES=y
Build for arm64 and confirm that only amd-embedded is generated.
Verify that the existing non-RT configurations remain unchanged.
[Where problems could occur]
PREEMPT_RT changes locking, interrupt handling and scheduling behaviour.
Drivers may exhibit locking problems or changes in performance under
load. Applications depending on features unavailable with PREEMPT_RT,
including legacy iptables interfaces, may require changes.

Configuration checks pass for amd64 amd-embedded, amd64 amd-embedded-rt
and arm64 amd-embedded. The non-RT configuration exports match their
pre-change baselines.
Generated RT package definitions are restricted to amd64. Meta-package
selection includes the default and -7.0 RT variants on amd64 and none
on arm64.
