As noted by Philippe in comment #10

the best way to fix this until a more official fix lands is to add the
directory you want to have access to

  '/etc/apparmor.d/local/transmission'

eg.

  echo '/home/fprietog/Descargas/ rw,' >
/etc/apparmor.d/local/transmission

and then run
  `apparmor_parser -r /etc/apparmor.d/transmission`

having system policy automatically update based on the per system defaults in
  /etc/xdg/user-dirs.defaults

is coming, but having system policy adjust based on unprivileged user
configuration in ~/.config/user-dirs.dirs is a sandbox escape path.
There is work coming to better support user configuration options, but
from a security pov directly taking the values from ~/.config/user-
dirs.dirs is very problematic.
