The behaviour you descriped is expected. I agree that we could improve the 
documentation text though. Something like:

The required respository (ubuntu universe) is currently not available, to make 
it available mark it for install.

This application is brought to you by the ubuntu community.
"""

Probably something less technical (repository is quite technical).
