Confirming on RX 9060 XT (PCI 1002:7590), Linux Mint 22.3, kernel
7.0.0-42-generic, package 20240318.git3b128b60-0ubuntu3.4.
The cause appears to be packaging. In 3.4, dcn_4_0_1_dmcub.bin.zst is a
symlink to dcn_3_2_0_dmcub.bin.zst (the RDNA3 DMCUB firmware), so Navi
44 gets the wrong DMCUB:

In 3.3 both are regular files (dcn_4_0_1_dmcub.bin.zst is 225553 bytes,
dcn_3_2_0_dmcub.bin.zst is 145605 bytes).
Between 3.3 and 3.4, four DMCUB files differ: dcn_3_1_4, dcn_3_1_5,
dcn_3_2_0 and dcn_4_0_1.
With 3.4: "Loading DMUB firmware via PSP: version=0x07002F00", "failed to load
ucode DMCUB(0x3F)", "Wait for DMUB auto-load failed: 3", then a loop of DMCUB
errors and no video signal.
With 3.3 (installed with dpkg -i from the superseded build, then
update-initramfs -u -k all): DMUB version=0x0A000800 and the system boots
normally. Package is on hold at 3.3.

Latest update to linux-firmware-amd-graphics is incompatible with
rx9070xt. Caused black screens and DMCUB errors. Temp resolved by
grabbing upstream firmware
