Same issue here (Linux Mint 22.3, kernel 7.0.0-42-generic, Sapphire card 1002:7550 rev c0), same DMUB versions (0x0A000800 with 3.3, 0x07002F00 with 3.4).
Additional details from my log: failed to load ucode DMCUB(0x3F) psp gfx command LOAD_IP_FW(0x6) failed and response status is (0x11) so the PSP rejects the DMCUB blob itself. A different workaround that also works: copying amdgpu/ from upstream linux-firmware git to /lib/firmware/updates/amdgpu loads DMUB 0x0A005000 without errors. Removing it brings the failure back (tested).
