* debian/patches/01_espeak-fastest-rate.patch: Bump the fastest supported
speech rate for espeak to 390 words per minute.
* Write wrapper scripts to send audio output for espeak, swift, and
dectalk, through PulseAudio. (LP: #190858)
* debian/control: Depends on pulseaudio-utils.
