Same problem here (Kubuntu dapper, finnish as primary language). If I start scribus normally, the problem is there (line width etc. go to zero etc). But starting it with LANG=en LC_ALL=en scribus removes the problem.
I noticed the same problem with KPhotoAlbum, it kept loosing dates.
