Thanks for the additonal info. Do you use a system without sudo? The admin group controls who can become root with its own password (using sudo). Both of your users are in the admin group so it is expected that the notification icon appears. The fact that each user has its own group is normal.
For both of your users: $ sudo id and their password should give: uid=0(root) gid=0(root) groups=0(root) I close this bug for now, please reopen if you are unhappy with the above explaination.
