Seems that the German mirror (de.archive) is out of date (last update from Feb 19). It's definitively on http://archive.ubuntu.com. It's also on other mirrors (like nl.archive). Sorry, we can't do anything about the German mirror ATM, that has to be fixed by its local admins.
