Thanks for your feedback. Unfortunately the error message is the same for some different problems. Some outside of the control of update-manager (e.g. if mirrors are not available or if there are network/proxy issues).
For hardy we worked on the robustness of the tool and a lot of the problems should be fixed. One of the issues in update-manager we discovered is that if you have "APT::Get::AllowUnauthenticated" set to true in /etc/apt/apt.conf the upgrade will not work. This is a bug in update-manager and a fix is prepeared in #195419 (thanks to Kolbjørn Barmen for helping finding it). As a workaround for this particular problem, just unset this before the upgrade and then it should work.
