I worked around this problem by upgrading to kvpnc 0.9.0.  It's not
available through the normal Ubuntu install channels that I know about,
but I was able to easily install the deb with:

  dpkg --install <thename>.deb

which I downloaded from here:

  http://home.gna.org/kvpnc/en/download.html

I used the kvpnc_0.9.0_gutsy-1_i386.deb one after noting in the
changelog for that version that they changed it to use /bin/bash.
