Yes, but derivatives shouldn't be forced to modify the usplash binary package to apply their own artwork.
The entire point of the neutral test card was that they'd just need to supply a fooix-artwork package that contained the theme, and usplash would display it. Also that way, when things break and it falls back to the test card, it doesn't suddenly announce all derivatives as "Ubuntu Edgy Eft" -- debrandification.
