Ok, after doing further research, policykit-gnome was not installed on my xubuntu system. Installing policykit-gnome fixed this problem.
I will report back up through to the Xubuntu team to make sure that policykit-gnome is included in the xubuntu seeds, as it does not currently appear to be included. changing assignment of package to xubuntu-desktop for now. -- [users-admin] Unlock -> "Could not authenticate.
