I looked into the fast-user-switch-applet source. The start command for
users-admin is defined through a configure parameter.

At the moment debian/rules includes: --with-users-admin="gksu users-admin"
The correct start parameter should be: --with-users-admin="users-admin"

I created a patch for this fix (note: I am not a developer) and tested the 
result. Now fast-user-switch-applet works as expected!
Perhaps someone is willing to test this fix ;).
