You are right:

1-) I installed gnome-power-manager manually. I assumed before it was
supposed to be installed by default. If Installed, but not showing + apm
error at dmesg... you do the math why I filled this bug report.

2-) The laptop is broken. I was not aware of this, but as soon as I
started the gnome-power-manager it warned me about this.

Although I believe that the absence of gnome-power-manager deserves a
bug report for Xubuntu, this ticket here can be considered invalid.
