I cannot confirm this. On my system the files are correctly installed in
conf.avail and linked from there where appropriate.
Can you please give us the output of 'dpkg -L fontconfig-config' and 'ls
/etc/fonts/conf.d/'?
I suspect that your fonts.conf directory got messed up somehow.
