You're using tvtime deinterlacing. Disable the "use progressive flag"
option in the tvtime settings (deinterlacer plugin chain configuration),
and I think that you'll find that it starts working, even when it's not
actually needed. Or you can switch to the "pp" deinterlacer.

In short, this is a xine-lib bug.
