Oliver, the kernel itself logs the crashes to dmesg.
I just tried this here:
$ sudo /etc/init.d/apport stop
$ gnome-session-remove gnome-panel
$ ulimit -c unlimited
$ gnome-panel # now do "killall -SEGV gnome-panel" in another terminal
Segmentation fault
It does not say "(core dumped)", thus gnome-panel crashed without
triggering a core dump, and thus apport is never called.
