After discussing with upstream, it appears that it is the normal
behavior :
"Functionality should only be available in the
view mode(s) where that button is visible. For the case of the
Constants button, that's the Scientific mode.
If you are getting Constants working in a mode that isn't Scientific
mode when using left-to-right precedence, than that could be
considered a bug."
As a consequence it is not a bug, it is a feature :)
