I can confirm this for Gutsy, it only happens when I click on the 2nd workspace
in Gnome's workspace switcher - Gnome Panel works like a charm when I use
Compiz' keyboard shortcut.
If you're stuck on a workspace without Gnome Panel, you don't need to restart X
or even reboot. Hitting Alt-F2 and entering "killall -HUP gnome-panel" in the
box restores your Panel.
