Nightwish fan from the Ubuntu Forums solved this mystery. I installed kde4-core and it pulled in some packages that weren't installed before, and then everything that wasn't working in System Settings started working.
I installed Kubuntu KDE4 Remix by first installing Ubuntu (not Kubuntu) and then from a terminal I installed "kubuntu-kde4-desktop". The problem is probably because the kubuntu-kde4-desktop doesn't depend on kde4-core like it should.
