The problem is, that you need to configure the fr_FR.ISO-8859-1 locale
on your system (additionally to the UTF-8 variant), so that gettext can
use it.
You can do so with:
sudo locale-gen fr_FR.ISO-8859-1
I'll add a paragraph about this to README.locales.
